Andrei Vladimirovich Skoch has been working in the State Duma for 22 years, and in September 2021, he was re-elected for his sixth deputy term. His main areas of activity are lawmaking and charity. In the past, he actively developed his own business.

Andrei Skoch’s biography

The date of birth is 30.01.1966. He spent his childhood and adolescence in his native village of Nikolskoye, in the Moscow region. His father worked at the plant “Salut” in Moscow and was an example for his son.

After school, the future parliamentarian was drafted into the Soviet army. After completing military service, he left Nikolskoye and moved to the Russian capital. Later, he majored in psychology at Moscow State Pedagogical University, and in 2000, he became a science candidate.

In partnership with Lev Kvetnoy, he engaged in entrepreneurial activity in Moscow. Their first bakery business was launched in the late 1980s. Later, the business partners switched from the food industry to the assembly of personal computers and trade in PC components.

The next stage in Andrei Skoch’s entrepreneurial career was a profitable venture in the oil refining industry. His company purchased oil for gasoline production and sold the finished fuel in a network of gas stations specially created for that purpose.

The oil business brought good profits to the partners, but in the 1990s, the Russian market was in crisis due to a shortage of raw materials. The entrepreneurs began looking for a solution to the problem but could not cope by themselves. They turned to Alisher Usmanov for help, who was also unable to find crude oil for them.

However, the communication between the three businessmen did not stop there: sometime later, Usmanov invited Andrei Skoch and Kvetnoy to join the capital of his newly created organization, “Interfin,” whose main activities at the time were in the field of finance and investment.

The company subsequently acquired shares in leading metallurgical enterprises in the Belgorod region, one of which is the Lebedinsky Mining and Processing Combine; Andrei Skoch became deputy’s head. In 2006, “Interfin” was renamed “Metalloinvest.”

The Main vectors of the politician’s activity

Andrei Skoch’s political ambitions have always been linked to his desire to help various segments of the country’s population. As the deputy head of the GOK, he often met with the residents of Belogorye. He had an open dialogue with them, during which they highlighted their main problems to the businessman. Andrei Vladimirovich noted that many citizens came with similar requests and could be helped by passing a particular bill.

After becoming a member of the State Duma of the Federal Assembly of the Russian Federation in 1999, Andrei Skoch started initiating new and transforming existing regulations to improve the life of society.

Andrei Vladimirovich was re-elected to the lower house of parliament six times, and he has been a member of the State Duma for more than 20 years. During these years, the politician prepared over 160 legislative initiatives and amendments to laws at the national level. These documents seemed to support low-income families, the organization of children’s recreation, the transformation of the higher education system in Russia, fighting against cruelty to animals, solving the problem of additional education for people with disabilities, and implementing environmental projects.

For his practical work in the Duma, deputy Andrei Skoch was repeatedly awarded various state awards, including by the president of Russia.

Charity is an integral part of life

In 1996, Andrei Skoch founded the “Generation” (“Pokolenie”) humanitarian foundation, which has been helping the people of the Belgorod Region for a quarter of a century. Initially, the organization was called “Healthy Generation’, and its mission was to help children with heart problems. Over time, the foundation’s support began to spread to other social groups, which eventually became the reason for its renaming.

The organization funded the creation of new medical centers in the region, with equipment meeting all international health care standards. “Generation” (“Pokolenie”) allocates money for the purchase of medicines and medical devices and to pay for rehabilitation courses for Belgorod residents. The foundation has helped some seriously ill people and their families not just once but for several months or even years.

In addition, Andrei Skoch’s organization is engaged in restoring military monuments and supporting the work of veterans’ unions. Several memorials, in the restoration of which “Generation” took part, are located abroad: in China, Hungary, Serbia, and Bulgaria.

Andrei Skoch allocates money to construct and reconstruct playgrounds, schools, university buildings, Orthodox churches, and other essential objects. 16 million rubles went to support the humanitarian foundation “Coming Out in Belgorod,” which solves the problems of people with autism spectrum disorders (ASD).

Deputy Andrei Skoch has directed more than 15 billion rubles to charitable projects for the entire period of existence of “Generation.”
