Angry bloke turns flamethrower on prankster teens trying to ‘toilet paper’ home

A group of teenagers who had set out to “toilet paper” a neighbour’s house were terrified when they were faced with a man wielding a flame-thrower.

The five lads, from Baraboo High School in Wisconsin, had been driving together in a Jeep but were stopped by three men, including James J. Langkamp, the local school district's Director of Activity Programmes .

One of the other locals, named in a police report as 57-year-old John A. Kolar, was wearing military-style camouflage clothing and brandishing a flamethrower.

“Like…we just turned around the corner on the street and the dude was there with like a flamethrower and then we all kind of panicked,” one of the boys told a local news reporter.

Another of the teens, who is white, told police the men ordered his four friends – who were all black – to lay down on the ground but allowed him to remain standing.

“They were yelling at them to ‘get on the ground, get on the ground.’ And no one ordered me to get on the ground. So I stood there,” he said. “It felt really racially motivated.”

Kolar stood over the boys with his flamethrower, which was emitting “two-foot” flames, while the others performed what they described as a “citizen’s arrest”.

A police report says one of the students "described the flame to be quite large and that it lit up half of the road when he did it. (He) described the flame to be over one to two feet long.”

The third of the three adults, William D. Bowden, 52, told police that the young lads had been driving around the neighbourhood and "taunting" residents. He said he saw the boys’ Jeep racing down the road and yelled "stop!" Because he thought they were going to kill somebody.

In a short video captured by one of the boys, Kolar and Bowden could be heard yelling "shut the f***ing engine off now" and "put the f***ing keys where he told you to put them mother-f***er.”

Langkamp told police that several cars, many without headlights on, had been driving up and down the neighborhood roads that night, according to a police report. He added that some kids had been targeting Kolar's house, and earlier in the week, Kolar had sprayed kids with a hose.

Kolar added that there had been a number of "malicious activities" taking place in the area over the past week, including toilet papering and driving around aimlessly.

When police asked Kolar who had been holding the flamethrower, he "hesitated and stated he did not know," a report says. The device was later found in his garage

According to a Facebook post from the Baraboo Police Department, the three men were arrested on charges of second-degree recklessly endangering safety, disorderly conduct and false imprisonment.

A statement from the School District of Baraboo says that administrators had been made aware of “a situation involving a school district employee, parents, and students”.

The Baraboo Police Department is currently conducting a criminal investigation,” the statement says, and “The School District of Baraboo will look into this matter once the criminal investigation is complete”.
