A seven-month-old baby has been found dead in a house that reportedly had human faeces ground into the floor, with a couple charged for the death.

Vincent Owens, 44, faces a count of involuntary manslaughter for the seven-month-old's tragic death in Pennsylvania, USA.

Owens and Melinda Cecchi, 34, also face charges of child endangerment and possession of drug paraphernalia.

Owens allegedly left the infant face down in a bed before leaving the room for several minutes.

Officers were eventually called to the property located in the city of Aliquippa, where attending officers were reportedly so disgusted by the home that the residency was condemned, with claims that the house featured a strong smell.

Police officers at the scene also reported faecal matter that had been ground into the carpet or allowed to stay there, with large clumps throughout the home.

The floor was so dirty that the officers' feet were getting stuck to the floor if they remained in place, with the residence also featuring dirty dishes scattered around, bugs, large piles of clothes and dirty mattresses.

Reports indicate that there were also two large holes the children, including one five-year-old and a 10-year-old could have fallen through.

The alleged conditions of the property, which Owens and Cecchi lived in, was reportedly so awful that the state of the home could be seen from outside, where police found eight to nine different four-foot piles of rubbish.

The Beaver County Children, Youth and Family Services removed the children from the property while police described all three children, including the infant, as underdeveloped for their ages.

Police reported that the seven-month-old, who they did not identify, was unable to roll over, grab things or raise their own head.

Authorities allege that the 10-year-old went to school dirty and that the five-year-old's feet were black from walking in the house.

Owens and Cecchi blame one another for how bad the home was, and only Owens has been accused of killing the baby, Law and Crime reports.
