Who are PC Kevin Duffy and PCSO Andrew Passmore?

PC Kevin Duffy and PCSO Andrew Passmore were both jailed for ignoring the concerns of Bijan Ebrahimi.

Disabled Bijan was beaten to death and set alight by two neighbours after being falsely accused of filming children in 2013.

Days earlier he called police to report a mob outside his home – only to find himself arrested "for his own safety".

He was released without charge the following morning and made 12 further desperate calls to police hoping beat officer Pc Kevin Duffy would help him.

But Duffy, 52, said he was busy because he “disliked” Mr Ebrahimi and saw him as a liar and a nuisance and instead sent PCSO Andrew Passmore.

Passmore, 55, claimed he spent an hour patrolling the South Bristol area around Mr Ebrahimi’s home but in reality only stayed three to four minutes, a court heard.

Three days after first asking for help the Iranian-born refugee was murdered at 1am by a neighbour who beat him to death and set him alight.

Duffy and Passmore were both found guilty of misconduct while two other officers were cleared.

Avon and Somerset Constabulary dismissed the pair after disciplinary hearings.

And at Bristol Crown Court Duffy was jailed for ten months while Passmore was given four months in prison.


What happened to Helen Harris and Leanne Winters?

PC Helen Harris and PC Leanne Winters were both sacked from their jobs for ignoring Bijan pleas

PC Leanne Winter said she was “busy” to avoid speaking to him because of "station rumours" about Mr Ebrahimi being a time waster.

In one instance she told call handlers she was too busy to answer one of his calls – but in reality she was "stuffing her face" with a Pot Noodle at the police station, a court hearing was told.

Meanwhile PC Helen Harris, 40, also refused to speak to Bijan, telling him "I can't even be bothered to waste my energy on you."
