Another 41 schools discover crumbling RAAC concrete in their buildings – bringing total number to 214

A further 41 schools have discovered crumbly RAAC concrete in their buildings, bringing the total number affected to 214.

Thousands of pupils have faced disruption since the start of term with some even being forced to return to virtual learning as the true scale of the use of dangerous materials used in education buildings unfolded.

Some schools and colleges were forced to fully or partially shut down to make emergency repairs with one headteacher warning that the disruption in her school could continue until 2025 due to the extent of the repairs. 

Updating the number of schools affected, Education Secretary Gillian Keegan said: ‘As of 16 October, there are 214 education settings with confirmed RAAC in some of their buildings. 

‘Thanks to the hard work of school and college leaders, 202 settings (94 per cent) are providing full time face-to-face education for all pupils. 12 settings have hybrid arrangements in place.

‘This may involve some remote learning on some days as not all pupils can currently receive full-time face-to-face education. 

‘There are no education settings with confirmed RAAC where all pupils are in full-time remote learning.’

Of the 214 schools affected, 202 are continuing with face-to-face education, with 12 having a mixture of online and in person classes. 

The crumbling concrete is a lightweight material that was used mostly in flat roofing, but also in floors and walls, between the 1950s and 1990s. Concerns about weaknesses in the material have been around for years.

The Department for Education (DfE) has been probing the potential risk posed by RAAC since late 2018 after the collapse of a primary school roof that year in Kent.

The Institution of Structural Engineers says RAAC should be replaced only if deemed to be in a poor condition and high risk, otherwise it can be managed in place.

When the situation first came to light, just days before pupils were due to return for the new school year, the Government was criticised for delaying its publication of its initial list that contained 147 schools.

The last minute scramble left thousands of families stressed about child care and questioning why the issue was not handled throughout the long summer break. 

Following the backlash, the Government said it would update the list every two weeks. 

Cllr Shaun Davies, Chair of the Local Government Association previously said councils should be told if schools in their area are among the ones who haven’t completed the survey.

He said: ‘The Government must share the list of schools yet to fill it in with councils so they are able to support any school identified as having RAAC with urgent remediation works or find alternative classroom space where appropriate.’

So far, only one school – Stepney All Saints Church of England Secondary School – has been forced to completely closed. Most have been able to introduce mitigating measures to safely allow pupils back into school. 

And it is not only schools that have been affected by the issue, including hospitals and council buildings. 

Some 41 buildings at 23 different NHS trust are already known to contain RAAC, prompting a commitment from the Government to eradicate the concrete from all public health care buildings by 2035.
